No, this can no more be exploited, as you can give yourself max levels/stats on your characters. For you to exploit this you would have to have access to Nexon's SQL Database. When you spin the wheel, it spits out a predefined item code, and assigns your NexonID to it.

It's pretty scumbaggy. But it's along the lines of Gach/Cubes/etc where they exploit the loophole (? is it even a loophole) That you do win something no matter what...it's just happens to blow.
