Yes, they don't explain everything, but you get the general idea.
General rule is that snowball items are banned in both ARAB and ARAM. Surge was originally banned because in the announcement of the new summoner spells it was worded to function for your entire team in the form of an aura. Kind of the replacement of Rally, which was banned, due to obvious OP-ness in a constant 5vs5 team battle, but it shouldn't be banned anymore after it really came out. It's also a virtually useless spell aside from some rare exceptions, so you should just go with the standard Flash, Heal and Clarity. Played over 100 ARAM games and this is generally accepted. The only gray area from what I've experienced is the rules when inhibitors go down and minions start to catch up to your outer inhibitors. Are you allowed to defend or not? This usually doesn't occur though because ARAM games are rarely that long.

What's wrong with an aura? Mana Manipulators are allowed. I'm a bit ignorant as to exactly what Surge did, mind you.
