A neighbor of mine a while back was doing this to another neighbor's cats.Spoiler
They got in a hell of a lot of trouble for that, obviously, but the other guy (who had been doing it to other neighbor's cats) stopped that pomegranate, then moved away within a month, so maybe that's what it takes to get rid of pomegranatety neighbors.

This might be a bit insensitive but, why do you let them out?
I love my cats and would love for them to play in the garden since they like it but the world out there is not a good place for cats so they stay inside, and with some neighbors and some stray cats that roam it would be worse.
Though I love cats those that walk free on the street can get really annoying (fights and screams).
I tried to keep every cat that I had inside when I first got them, and all they did was crying next to the window all day. I know that some cats don't care about staying inside, but it's extremely rare.
You can also try putting them on a leach. It may sound a bit cruel but my cats never really cared about being restrained in their movements (I now let them move freely because almost no car ever goes where we just moved to.
My cats are not allowed to go outside, that's why we build a playpen for them outside that is linked to the house, that way they can be outside and they love being in the pen while we're in the garden.

Honestly, I just wouldn't let the cats go out.
I personally love my cat to death, and since there are plenty of things like coyotes running around that would make a quick meal of her, she stays inside all the time. If that pimento neighbor of yours really won't stop, just refuse to let the cats out. They might meow and claw the door, but it's for their own good.
