I'm pretty sure it's from some recording program like fraps.
AFAIK, that's just from xfire.
But i could be wrong.
Yes, that's from XFire. It's an in-game chat program that has a customizable in-game display interface that allows you to see your frames per second, the time of day and other things. It also lets you record videos, broadcast a live video of you playing a game (if supported by XFire) and take and host screen shots.
If you want only FPS, you could use ALT+F12, fps will be shown at the top-right corner, location cannot be customized though unlike Xfire/Fraps.
