Better than Fatal Blow for 1v1, 100%crit, buffed damage. It's also got some utility for area bosses and finishing off the last of a mob.

b) realize that those posts are not two separate statements, only one of which can be represented as what I mean.

Chains of Hell now provides good 3rd+ job single target DPS, and
Chains of Hell also still has some utility past 3rd+ job, in situations where Phantom Blow will not be as good.

Remember those examples?
