You can only get that skill on Unique potential Level 120 gloves. And its not easy to get; its one the hardest potential skills to get out there.

se appeared on my glove before 9%+ str did, it isnt that rare.
makering a 120 glove worth cubing and actually getting it to unique is whats hard. revealing decent se took me like 5 cubes once i hit unique. getting se + %main/all stat would be fairly hard too, just like any time you try to get useful combinations of potential lines.
