It's not Zeta Grays, it's Barnards, but still too high.
In Tespia there was no change to these quests. I reported it as a bug but I doubt they did anything about it. Just rack it up to one of those quests that are given long before they can be completed, unless you get high level friends to help you. (Same as your being supposed to kill Bigfoot for its toe at 80, when the accuracy formula won't let you even hit it.)
Do not attribute to malice that which can be adequately explained by stupidity.

Fire Tusks drop Elpam Magnets now, I think. I don't know about the next quest.
I have successfully received Warrior Throne chair on my BaM.
Fire Tusks drop Elpam Magnets and Electrophants drop Temporal Fragments. The drop rate on all of these items has significantly increased as well. I combined the Hyper Glyph+Temporal Fragments and finished withing 20 minutes.
