They do seduce, but only one at a time like normal lol. They don't summon wyverns though.
Oh, okay. Just throw in some Crimson Balrogs like Pink Bean and tombstones drop.

So, I guess that was Nexon's response to the complaints about the HT cave being hogged.

You're thinking of Zakum. Horntail is only available on one channel, Channel 8.
And they do it to create artificial constraints so that it's rarer, most prestigious and the items are more rare/valuable.
