The delays did not change for intrepid slash this patch. The skill tables are updated for 1.2.355 if you wanted to share that with them.
Just to be clear, does this mean Brave Slash has a 840ms delay or a 1140ms delay? I'm still a little confused since your table says 1140ms, but your statement implies that it should be the 840ms delay.
840 ms is the speed at which a Faster (2) or Fast (4) weapon with Booster would attack if the base attack delay is 1140 ms.
So wait, Brave (Intrepid) Slash is 1140ms in this patch. What was it last patch (353)? Earlier statements says it's 840ms in Big Bang. If it didn't change, it would imply that the delay was nerfed last KMST patch and was unstated.
Does that mean it's like a fail ultimate?

Looks like they bumped Ice Strike up to 1290 from 1050 for some reason.
Tornado Spin is up 1360 from 960.
Double Upper was reduced to 1050 from 1140 (lol). I believe it had an issue with Booster not affecting it in the past?
Barrage is up to 2670 from 2430.
Dragon Strike is up to 1320 from 1080.
Invisible Shot is down to 780 from 810 standard.
Soul Blade is up to 1790 from 990. That must really hurt.
Fire Strike is up to 1470 from 840.
Storm Break is up to 1320 from 450, though Storm Break had some passive delay to keep you from spamming it faster than 870 or something to begin with, 450 was the time before you could use Double Shot or something else
Shark Wave is down to 1050 from 2230. Oh lawl.
Triple Blow is up to 930 from 900.
Dark Chain is up to 1110 from 1050.
Quad Blow is 960 from 900.
Dark Shock is up to 1770 from 1710.
Quintuple Blow is up to 990 from 930.
Cyclone is up to 1800 from 1710.
Finishing Blow is up to 1050 from 990.
It's odd how all of Battle Mage's delays were increased by such a small amount, could be a bug in the adding?

Giant Robot: SG-Heil Hitler88 is 5370
(4th) Mech: Seige Mode is 540.
Laser Blast is 1470.
Mech: Missle Tank is 840.
Can't really tell what the delays were before, since they changed the names.
Double Swing went up from 420 to 480.
Combo Smash went from 1200 to 1270.
Triple Swing went up from 660 to 780.
Final Charge went up from 1080 to 1170.
Combo Fenrir went up from 1530 to 1620.
Rolling Spin went up from 840 to 2040. Boy did this skill go from amazing to useless real fast.
Final Toss went from 440 to 510.
Full Swing Double went up from 420 to 480.
Full Swing Triple went up from 660 to 750.
Over Swing Double stayed at 420.
Over Swing Triple went up from 660 to 780. I have no idea how this makes sense.
Final Blow went from 810 to 930.
Also, the new Dual Blade 4th job skill with 10 points, 샤프니스 is Sharpness, and the attack, 팬텀 블로우, is Phantom Blow. I believe Sudden Raid was renamed to Blade Fury?
Sudden Raid was completely replaced with a new skill called Blade Fury. It just shares the same icon.
