Summary:
There was a press release in Taiwan where they talked their server stability issues, rollbacks, events and 3rd party hacks.
At the end when they were talking about their summer patch which will be called Destiny instead of Justice, they showed a single black and white picture of a male new class character. He was holding what looked like a flame thrower. They said that there's the possibility of a Taiwan exclusive class and because of this pirate revamp might be delayed.
It will be funny if the so claimed Exclusive Hero that GMS is "developing" turns out to be this guy. I mean, this is Nexon's attempt to revive their game and increase their income, yet once again, it'd mean they are doing nothing for it, not even getting their main branch develop something that adapts to their servers and their playerbase, just more copypasta.

First off, gaming quality:
The person in charge said that there’s a lot of disconnection and rollbacks recently because of revamps, which draw in lots of players.
Number of players has increase by 2 to 3 times since 2006, the server could not support sudden surge of server load during hot times, thus the abnormal act of server.
So, they are beginning an overhaul on the hardware they use. They're already in the process and is starting from the first server, didn’t put up the notice because they want to do it after the system is stable.

Added on April 15th: Rollback compensation
Most players hope that they get their EXP and items back which they lost in rollbacks.
However, according to the developer, rollbacks happened because of the abnormal act of saving function, example, the problem started at moment A, but you continued until disconnected at moment B you found yourself roll backed to moment A as a result of saving function disorder. That’s why they couldn’t return everything their players lost, however, they would improve their compensation.
Next, about the botting problem.
The developer says that any report in the instant reporting system would [definitely] be checked in 30 minutes, the system would also be changed so that everyone can make reports. They also made an suggestion to Nexon KR to create monsters that players couldn’t hit normally, but could be hit by botters, once hit, the player would be determine as botter.
About why they didn’t sue 007 or other parties which provide hacks, it’s because their servers are in foreign countries, it would be difficult to do so.
In short, he is only advertising the new reporting system in whole conference, feel perfunctory to me.
Events:
Why most event requires cash or some sort? Such as gachas, etc…
He says that MS is a F2P game and also an organization aimed for profit, if they couldn’t earn money they wouldn’t have lasted over 7 years. Like LUN? which was closed down after short period.
About the reward rate they would discuss with Korea side and see if they could change it.
I also made a suggestion about Hot time event, to separate it to 2 different timing. Example, the first time would be 4pm, 8pm for the second time, the box could only be opened after 9pm, those who got one couldn’t get it again.

Q: Is there any way to host cross server event?
A: There’s no such technology currently as data from each server could not be access simultaneously.
Q: When will the black mage be killed?
A: The “Black Mage” and “Maplestory” both play a major role in the drama, with Black Mage playing the negative part. If one complete all the quests he/she would find out that they’re linked (like when Aran is completing his job quest, someone planted some extra large nependeath, no one know who planted it until Evan job was released. Arkyrum, Aswan and such are also beginning to show themselves), so don’t think the Black Mage as a super strong boss, take him as a part of Maplestory.
A lot of suggestion was proposed, they said that they will consider them, lets hope so.

Highlights!! First-hand information:
1) Phantom will be named “幻影侠盗” in TWMS, which means Heroic Thief Phantom.
2) Names of new skills are lols.
3) Been following KMS forever, Korea side decided to create a new exclusive job for Taiwan version! It's not In any other version, TW will be the first to get it! Still under development, Korea side is not giving out any detail. From the only character sketch I saw there, should be a gun user, might be a pirate class job.
4) TWMS patch for this summer might not named “Justice” but “Destiny”. Thief revamp and Phantom are confirmed, Pirate is not confirm, might be a trade-off for the new job.

So... contents of the talk: Hacking, activities, and quality of the game. Anything else e.g. bugs = another day's cup of tea [possibly another session].
First up: Quality.
The manager's report showed that there is an issue of a very high incidence of disconnections [possibly downtimes] and rollbacks.
The main reason was due to server and hardware overload, with the roots stemming [bad scientific pun not intended] from the Big Bang [all those who understand Mandarin, note that he used 大改 LOL] which drew in loads of players.
Since 2006, the number of players have grown by nearly two to three times, and during peak periods the servers cannot handle the load, thus resulting in all the disconnections and stuff.
Because of this, the administration is starting to (and has already begun to) overhaul the system, and expects to finish the job in about 5 months or so, starting from the very first server... [This is slightly vague in the specifics... world servers?] They didn't do any announcements because they wanted to do the overhaul first, get everything nice and stable THEN do the announcement.

We want our EXP and items blah blah...
Admin: Too many disconnections, servers too heavily overloaded, causing anomalies in recording of game progress. Simply put, if I played until time A and my Maple crashed, while you played until time B and your Maple crashed, when everything gets back online we find that Maple starts back at time A for everyone i.e. recording of game progress is screwed up. Therefore they cannot fully compensate everyone for their losses, but they are willing to improve the compensations [how or what is not mentioned].
Now for Hacking:
Manager says that there will DEFINITELY be someone on the tails of a report within 30 minutes of making the report. They are also allowing members to access/participate [in something that I am quite confused about. Seems like he's talking about sending tickets...? He mentions something about internet and some (automatic) reporting function that is constantly/immediately monitored (on the spot)].
They will also try to improve the timing restriction [you mean their bug/hacker reporting function has a time limit??]. There appears to be a KMS management present too, and the TwMS manager suggested something: [I think he means to mark or label monsters so that, initially they cannot be hit within the hitbox of the attack with reference to the original position of the player and the monsters before getting Vacc-ed (Vacc-hacks), but if they are Vacced and are hit by a hacker using a Vacc-hack, then the system will automatically know that a Vacc-hack is being used]
As for why they aren't taking the hackers to court [they mentioned 007, which might be a hacking group or private server?], they say that it is because the servers for these hackers are not local [in Taiwan] so it becomes very difficult and troublesome to have such a court case.
The TS feels that the TwMS manager is being very vague and touch-and-go with the hacking issue. And the manager keeps talking about the (automatic) report function and encouraging the players and all those present to use that report function [which is of course frustrating to the TS].
Activities:
Why do some of the activities need to use "points" [i.e. Cash/Nx]? Why use Gachapon for the events? etc.
Reply: Maplestory is a free-to-play game, but they are also a for-profit company. Without the revenue from "points" they couldn't have lasted for the past 7 years [have they been around for that long?], with much expenditure going into rental and hardware facilities etc. [He mentioned a game that collapsed not long after because the revenue couldn't keep up with the expenditure, but I can't translate the name of that game because the TS is also unclear about it.]
They will also ask Nexon if they could increase the drop rate...
The issue of peak periods [and most likely Hot Time] was also brought up, and the TS gave a suggestion which the TwMS manager also discussed with the KMS/Nexon guy:
Split the Hot Time sessions into 2 e.g. one at 4pm, another at 8pm, but the players can only open the box after e.g. 9pm [much like their Resistance Box], and of course those who obtained the box at 4pm cannot receive the 8pm box.

Other itsy-bitsy issues:
Q: Is there any way to access the servers' real-time records?
A: [KMS reply] They don't have that technology yet, because the server records for each server cannot be stored together...
Q: When is the Black Mage coming out??
A: [KMS reply] Maplestory and Black Mage are both the main plot drivers, and the Black Mage is the "evil" side of the story [much like hero and the bad guy]. If you have been properly doing the quests and following the plot/storyline then you will have started to realise that the big picture is starting to come out, much like a jigsaw puzzle coming together. For example: in the Aran questline, when he is going to finish the quest someone intervenes; Evan storyline... Arkyrum, Aswan etc. So don't think of the Black Mage as a super duper strong BOSS; right now think of the Black Mage as a part of Maplestory.
More Misc. info:
1) TwMS: Phantom is officially the Thief Hero
2) Some of the names for the Phantom's skills are very... fked up.
3) TwMS has always been following the footsteps of KMS, but Nexon is creating a NEW CLASS during summer for TwMS. TAIWAN EXCLUSIVE. Still in the works... there's a preliminary artwork [in one of the above posts by Spadow] that holds a gun... possibly a pirate class?
4) TwMS summer patch is not called Justice, but rather DESTINY. Phantom and Thief upgrades will definitely be in this patch, but CANNOT NECESSARILY SAY THE SAME FOR PIRATES. The manager says that because of the new upcoming TwMS exclusive class, the patch would have to have some give-and-take. (TS also said that the summary for the talk mentioned the Thieves, but made no mention abou Pirates...)
*Edit*: I've read through all the posts. I know what you all are thinking, and they're feeling the same way too. Don't we GMS have an exclusive class coming out too...? So who's getting it first? TwMS or GMS? Whatever... It seems like their class is really going to be a pirate class, with loads of speculation on whether it is going to be a Dual Gun... Someone commented that the preliminary artwork looked like Xanxus... Oh, all those present who didn't get a prize in the lucky draw dip (and who are registered TwMS players) on that day itself would get 300 Maplepoints (there were 5 top prizes with some kind of Horntail doll... and 10 consolation prizes... and there were 39 people). dotz. And yes... the job-creation page is getting crammed... so many classes and jobs...
Oh the transport costs for the players who attended were subsidised... by TW$1000.

I still don't believe that due to large change of quality between the companies itself, even with content and bugs. The source given is kind of sketchy but whatever. People will believe almost anything.
