The simple question to ask, then, is: Is 200 damage going to reduce your killing time by 2% on average (when bossing)? In other words, is 200 damage 2% of your overall damage output?
If I 1HKO my mobs or do PQs for most of my levelling, then no I don't need damage. And more often than not, I 2HKO mobs, and 200 damage is not going to make me 1HKO them anytime soon. It really depends on the player. I do have >10k range so if I have 200 more base damage, I'm increasing my average EXP gain by less than 2% if I boss. If anything, for the purposes of levelling, +%EXP is the final "damage" multiplier that is better than +%DMG, which is better than +%M/ATT, which is better than +%Stat etc.. But I don't boss because my connection is rather unstable for that purpose. Makes the EXP Pendant thing quite annoying too, amongst others.
Also, 5% crit is better than 200 damage if you have more than 13268 average base damage.
