That's a handy little cheat right there.
I have a friend in England who was having the same trouble. It took him 90 minutes to finally complete it. I told him I thought it might be his latency. It sounds like you are confirming it.
Of course, there is the SECOND mini-game that will also be affected. Hopefully it works out better.
I could never gat past half way on the ride bit because of latency, and I'm only a half-continent away from the servers, not a half-world.
The second mini-game is also hampered by latency, but at least there you can eventually pass it just from sheer luck as long as your aiming is reasonably fast.
I presume that if I ever had the chance to play with near-zero latency, MS would almost feel like a different game, especially at bosses and at high mob spawn maps.
With that kind of latency (or lack of), you can simply hold down your loot key while walking and it will feel like a vac-hack. And you can pot immediately after attacking, and attack right after potting, and pot and/or attack right after looting... basically server-user relayed actions will be almost instantaneous. With that kind of latency you don't need a pet at all.
Oh, you can double/triple jump on various characters with greater ease, thus greater mobility. It's almost a totally different game.
