Not really sure but I believe it's the latter.
Where did you even get those numbers from? Traditionally, the level criterium is Character's Level +/- 10 or 11. The 20 interval, iirc, is for family JR.
If you're level 100...
You can get event drops from monsters between level 90 and level 120.
(At least, I understood it that way...)
level +21 level -11 or something like that. for monsters above 160, its universal for any character above 160 to get event drops as there arent many upper level monster choices.

^ 150+ does the trick, but be aware that some events bypass that such as the Ergoth event later on in case GMS ever gets it again.
The drop's anti-botting system caps at lv150, all mobs lv150+ are in they same drop category. You never find drops if you are 11 below, and the the upper limit is at least 11 levels also, up to 20 (depending on the event)
