Two questions: One on World Transfers Two on Equip Enchanting

Hey guys, two questions:
1) For World Transfers do I leave the world transfer in the cash shop or do I put it on the account that wants to be transferred? I have a boss neb I am transferring so I really don't want to put it in the wrong place.
2) What are Equip Enchant scrolls that are from the second 14 day attendance event? In the events tab it says: One-Handed Weapon Enchant Scroll 50% HP+50 and MP+50. Can anyone from KMS clarify what these do? Are they just EE's bascially?
