3rd Inner Ability

I'm hearing that the 3rd slot of inner ability now unlocks at lvl60. Is that true?

Also, at which level do you start getting Special Circulators after a level up? And how many minimum? At lvl50ish I seem to be getting 10 Rank 5 at the minimum.

i got 10 Special Circulators a little while ago and I'm only at lv53 honor, so maybe level 51?
