In the character creation page it says it opens up on the 12th.
Today they released the highlights and update notes, Which they normally don't release 6 days before the actual patch.
Also on every single phantom event, they start on the 9th, highlights say 9th as well but its not the 9th so it doesn't make sense?

Sorry I'm not sure what thread it was discussed in, but it definitely happened within the last few days iirc.
I believe there was a post on the official forums by an admin/mod that said that the Phantom was "going to crash the party early" -er than the original estimated release date.
