Kaiser, v142, slow, DPS?

Okay, I haven't really been playing Kaiser on GMS. Mine just got from 80 to 82 today, lol.

But what happened to Slow? I could have sworn it affected minibosses and bosses. I noticed that against normal mobs, I was slowing stuff, and Cursebite was working. But now I can't slow anything in Monster Park, or even Easy Zakum.

Was the slow change intentional? And is that gonna affect Kaiser DPS given that Cursebite, which is now fixed, is screwed because you can't slow anything worth slowing? Or am I just crazy?
