Flame gear unresponsive/ not functioning properly?

When I use flame gear on my blaze wizard, monsters aren't immediately burned when they step into the area of effect. Sometimes some of the mobs inside the area get burned, while others don't. The most consistent burning comes when the gears are about to vanish (time out).

Is this working as intended?

I hope not, makes the skill pretty much useless for my Blaze Wizard and Ultimate Cleric.

I thought it was working as intended, many times, if I'm not bossing, mobs will be dead before they get affected. Posion Mist does the same thing, I thought these skills would be useful as KS deterrents, but they don't "poison" targets in the cloud fast enough to be effective.

Well this is lame. It'd be helping my training so much. I'm not sure about poison mist, but flame gear doesn't even do enough to leave them at 1hp.

That's how it's supposed to work.
Flame Gear sucks.
