Unique is the highest but good luck managing to actually upgrade it.
You can still use cubes on it.

personally I'm keeping my zeros weapon at unique, if I get a 10/7/anything in ATT total damage or I get any boss and pdr combo that's good enough for me, zero has so much innate boss damage that I think worrying about it too much is a bit silly.
