Bad luck originally or are Lapis/Lazuli potentials bugged?
With the level 170 pair, I'd reset the things a bunch and get 3% stat lines all the time, never a 4% line.
Fed up with it still being rare, I drop an epic pot. scroll on it, it fails, weapons nuked.
After repotting the automatic replacement pair I'm getting 4% stat lines and never 3% lines.
I'm suspecting the lower item level tiers got carried up to the 170 set, but nuking them gave me a fresh start on pots for the 151+ tier or something.

That is weird, my weapons potentials instantly got stronger when I evolved them to level 170. my bonus potential of 3% Total Damage turned into 4% Total Damage, and i'm always getting 151+ tier potentials.
I'm not sure why it was bugged for you, unless you really did just get very unlucky.

Speaking of blowing up weapons, what is an effective way to scroll the weapon cheaply to be able to enhance it to explode it? I want to restart scrolling.

100% scrolls from the scroll vendor NPCs?
Actually, wait, I doubt Nexon even made such scrolls for these weapons.
Maybe the Azwan scrolls then, that use up several slots at once?

Try the Monster Life scrolls? I'd call those as effectively cheap.
