Are the link skills permanent?

By that I mean, will I be able to get the link skills by leveling a mercedes, etc. in a few months from now?

It's already been announced that they're removing the option to create them in March.

Oh, I know about that. I should be creating mine in February so it's no problem.

Create Cannonner, Merc and DS before close out
level them to 70 a year later,
