That one new passive skill BaMs couldn't get for a while...

Okay, so I haven't been on in a while, and when I left there was a skill that came out with the little Evan/Aran revamp (I think?) that Battle Mages were unable to get due to the portal to Jay not working correctly. Am I able to do that quest now and if so, what quest line does it go through?
