Need help identifying this voice actor

I know I've heard his voice in a lot of animes but I just can't figure it out. It's driving my friends and I crazy.

100% certain it's Nobuhiko Okamoto. The laugh starting at 0:57 is exactly identical to the laugh he uses for Niizuma in Bakuman.
