Regarding Phantom nerfs...
Phamtom nerfs from Fiel's extractions:
Rapid Fire: (30% Less linear damage, 9% effective)
Changed - damage (330 --> 300) (240+3*level --> 210+3*level) => Still stronger then Hurricane
Ultimate Drive: (10% Less linear damage, 8% effective)
Changed - damage (130 --> 120) (100+level --> 90+level)
Twilight: (150% Less linear damage, 25% effective)
Changed - v (3x600 --> 3x450) (500+5*level --> 250+10*level)
Noir Carte: (20% Less linear damage, 9% effective)
Changed - damage (220 --> 200) (160+3*level --> 140+3*level)
Acute Sense: (20% Less critical)
Changed - cr (50 --> 30) (10+2*level --> 10+level)
Pray of Aria: (10% Less buff damage)
Changed - damR (30 --> 20) (level --> 2*roundUp(level/3))
Tempest of Card: (6 Seconds more cooldown)
Changed - cooltime (12 --> 18) (15-roundDown(level/10) --> 21-roundDown(level/10))
Soul Steal: (60 Seconds more cooldown)
Changed - cooltime (60 --> 120) (120-3*level --> 180-3*level)
What I didn't get were these alterations, how can these skills get cooldowns?
Does anyone know what they mean? I don't assume you can't use other job's attacks anymore because of the 30 seconds cooltime?!? That would be retarded...

New - cooltime (30) (30)
Talent of Phantom Thief III:

It just means you have a 30 sec cool-down when switching between skills.
For example.
-You are using rapid fire at zakum.
-Zak uses super def up
-You switch to chain lighting to continue doing damage.
-now you have a 30 sec cool-down before you can switch back to rapid fire.

That should be % damage increase (damR), the defense ignored stayed unchanged. It's still 30% defense ignore.

Not really. You did have a small question baked in among the pointless numbers, but it had been enough just asking what the cooldown on the memory skills ment.

You can switch as much as you want, however, there's a 30 second cooldown before you can start using the skill after switching.
