how can i get a special pot scroll out of the cheering event?

i heard something about level range being relevant (need to be 71-80).

find the Cheering Event
special potential scrolls are indeed the level 70 reward.

Are those permanent or will they expire in 30 days?

Pretty sure they were permanent, along with all the other rewards.
