I have max diligence on my bm and I want to know if this will give me +10% on my chaos scrolls or if they are considered special scrolls.

They are considered special scrolls. Diligence doesn't affect them, sadly.
If I've heard correctly, Diligence works on all scrolls but EE and potential scroll variants.
