Rare Decent Skill?

Anyone else get a decent skill with only a rare/epic potential?

o.O That is the second pair of Black Markintz I have seen with Decent Haste on Rare lines.

Yeah, I'm on windia. Perhaps they were duped. thought i dont know why they'd dupe this.

Yeah it's probably not worth duping, but still kind of interesting that you can get it on a rare item. Not sure if its a glitch or just extremely uncommon.

Only item I've seen with a decent skill at rare, and it's the exact same item. Weird. Doubt they'd bother duping these though, seems pointless.

Never knew it could be obtained on rare equipments.. :/

Espically now that you can get it on common level 11 shoes with nebulites, these are pretty much worthless now.

Gunna keep em though cuz they're different and neat.
