For some reason it won't let me start that quest...I already completed Sabitrama's Life Work which is apparently the only pre-requisite according to hidden street.

I'm not sure, but try finishing up some showa quests. I think one of Jay's quests (not Bob the snail) may be tied in with Sabitrama's.
