It really is. I look at the KB required for some monsters that Arans will be training on:
Iron Mutae: 900
Captains: 1.3k
Gigantic Spirit Vikings: 1.8k
Red Wyverns: 2.4k
pre-BB
Gallos: 4k
Skeles: 5k
Even with the mobbing reduction, your weakest attack, the first hit of your swing, still does 100%-150% damage (before reduction) normally or by critting, and even with that, I manage to pull like 3.8k minimum on my 122 Aran. This isn't even factoring in how amazing the new mastery formula is, that it goes from 50% minimum real to 90% straight up (my current minimum is 76% because of lvl 1 High Mastery) so it only gets better from there. So long as you're dexless, and your gear doesn't suck, you should be able to KB regular mobs with hideous ease.
and by "not suck" I mean not wear like Eclipse polearm at lvl 112 with 90 base dex and clean, no potential equips everywhere else.
The only, only time SKB would be of any significant use is at bosses, and every, every important boss is immune to it. There is no point in even maxing this piece of garbage after Chaos. The only reason you max it today is because rolling spin sucks so much that it's even worse, and even then, I may just suggest to leave it at 18 and max Final Charge and Booster.
Edit: 75% damage for 2 mobs, 50% for 3 or more, and with 3 or more, I do 2.9k minimum at 0 combo. Mostly because I use warrior elixirs, but I've seen people train with energizers, so that's not much.
