All members are able to participate so i put a prefix
Basically, the members have to count to _ . It resets when a moderator or admin or extractor posts.
A member cannot post after they post unless another member posts.
eg: member 1 : 2
member 1 cannot post 3
member 2 : 3
member 1 can now post 4
