PNGs.

Great site for quality. I usually go to www.animefreak.tv too, though it's mostly anime-related stuff. They sometimes have new manga up. If you're looking for some mainstream and popular manga, go there. They upload it pretty fast.

Since you're after shonen jump titles it seems, the correct answer is Mangastream.

And if the person wants to read back issues, what then?

Buy them. Shocker, I know. (Yes, I'm aware of how far bleach is behind, no argument for naruto or one piece though)

But at least for Naruto, Liar Game and Fairy Tail they haven't updated much for a while.

I am sure most people would rather read bad translations than buy them.
