The following is my designed skill-build for a Evan, based on the tables presented in this thread (http://www.southperry.net/forums/showthread.php?t=20531).

Level|Skill 1|Skill 2
7 Free Points|7 Soul Dragon (7)|
10|1 Magic Missile (1)|
11|1 Soul Dragon (8)|2 Magic Missile (3)
12|3 Soul Dragon (11)|
13|3 Soul Dragon (14)|
14|3 Soul Dragon (17)|
15|3 Soul Dragon (20)|

Notes:

You get soul dragon because it also adds base attack. Both Soul Dragon and Magic Missile increases the attack on Magic Missile, but though directly adding Magic Missile results in a greater damage increase per point, Magic Missile also becomes completely useless at the 3rd Mastery. Soul Dragon continues to work for you for the rest of your life.
Level|Skill 1|Skill 2
7 Free Points|5 Teleport (5)|
16|3 Teleport (8)|
17|3 Teleport (11)|
18|3 Teleport (14)|
19|3 Teleport (17)|
20|3 Teleport (20)|

Notes:

You need teleport. Training from level 15 to level 20 shouldn't be too hard. It shouldn't even take you more than 2 hours if you're just training. Fire Circle can wait.
Level|Skill 1|Skill 2
7 Free Points|7 Thunder Bolt (7)|
21|3 Thunder Bolt (10)|
22|3 Thunder Bolt (13)|
23|3 Thunder Bolt (16)|
24|3 Thunder Bolt (19)|
25|1 Thunder Bolt (20)|2 Magic Guard (2)
26||3 Magic Guard (5)
27||3 Magic Guard (8)
28||3 Magic Guard (11)
29||3 Magic Guard (14)
30||3 Magic Guard (17)

Notes:

You get Thunder Bolt here because Ice Breath in the 4th Mastery somewhat replaces Fire Circle, and you will end up maxing Ice Breath during the 4th Mastery anyway, since you have no other choice. It doesn't make sense to max two mob skills, so that's why you're getting single-target here. You really don't need maxed Magic Guard at this stage, and since you have leftover points in the 4th Mastery, you can max out those last 3 points later.
Level|Skill 1|Skill 2
2 Free Points|2 Ice Breath (2)|
31|3 Ice Breath (5)|
32|3 Ice Breath (8)|
33|3 Ice Breath (11)|
34|3 Ice Breath (14)|
35|3 Ice Breath (17)|
36|3 Ice Breath (20)|
37|3 Magic Guard (20)|
38|3 Elemental Reset (3)|
39|3 Elemental Reset (6)|
40|3 Elemental Reset (9)|
41|3 Elemental Reset (12)|
42|3 Elemental Reset (15)|
43|3 Elemental Reset (18)|
44|2 Elemental Reset (20)|1 Free Point
45||3 Free Points

Notes:

You finally get a mob skill. Training will go really fast, and you can max all your support skills by this time. I labeled the 4 free points as "Free Points" because they might come out with new skills. If they don't, put those points into Fire Circle.
Level|Skill 1|Skill 2
5 Free Points|5 Free Points (for other skill)|
46|3 Free Points (for other skill)|
47|3 Free Points (for other skill)|
48|3 Free Points (for other skill)|
49|3 Free Points (for other skill)|
50|3 Free Points (for other skill)|
51|3 Free Points (for other skill)|
52|3 Free Points (for other skill)|
53|3 Free Points (for other skill)|
54|3 Free Points (for other skill)|
55|3 Free Points (for other skill)|
56|3 Free Points (for other skill)|
57|2 Free Points (for other skill)|1 Magic Flare (1)
58||3 Magic Flare (4)
59||3 Magic Flare (7)
60||3 Magic Flare (10)
61||3 Magic Flare (13)
62||3 Magic Flare (16)
63||3 Magic Flare (19)
64|2 Magic Shield (2)|1 Magic Flare (20)
65|3 Magic Shield (5)|
66|3 Magic Shield (8)|
67|3 Magic Shield (11)|
68|3 Magic Shield (14)|
69|3 Magic Shield (17)|
70|3 Magic Shield (20)|

Notes:

This section is obviously unfinished. Nexon's definitely releasing new skills. Depending on what they add, I'll remove. I have layed out this table according to priority: lowest priority at the bottom. If Nexon Korea adds in many skills, Magic Shield might get bumped off the chart. If they don't, spend the points on Fire Circle, then on Magic Missile (since they're the only two unmaxed skills).
Level|Skill 1|Skill 2
1 Free Point|1 Magic Booster (1)|
71|3 Magic Booster (4)|
72|3 Magic Booster (7)|
73|3 Magic Booster (10)|
74|1 Magic Booster (11)|2 Critical Magic (2)
75||3 Critical Magic (5)
76||3 Critical Magic (8)
77||3 Critical Magic (11)
78||3 Critical Magic (14)
79|2 Dragon Thrust (2)|1 Critical Magic (15)
80|3 Dragon Thrust (5)|
81||3 Slow (3)
82||3 Slow (6)
83||3 Slow (9)
84||3 Slow (12)
85||3 Slow (15)

Notes:

You don't really need Dragon Thrust, and do keep in mind it's going to completely replace Fire Circle. Maxing Fire Circle after this point is useless. This Mastery is good because you can max all of the support skills you need later on and improve the overall DPS on your older skills.
Level|Skill 1|Skill 2
86|3 Magic Amplification (3)|
87|3 Magic Amplification (6)|
88|3 Magic Amplification (9)|
89|3 Magic Amplification (12)|
90|3 Magic Amplification (15)|
91||3 Magic Resistance (3)
92||3 Magic Resistance (6)
93||3 Magic Resistance (9)
94|2 Dragon Breath (2)|1 Magic Resistance (10)
95|3 Dragon Breath (5)|
96|3 Dragon Breath (8)|
97|3 Dragon Breath (11)|
98|3 Dragon Breath (14)|
99|3 Dragon Breath (17)|
100|3 Dragon Breath (20)|

Notes:

Even though Killing Wing looks very tempting, it's not going to help much, because it's almost a repetition of Thunder Bolt, while Dragon Breath is an entirely different kind of skill. Also, Dragon Breath increases the versatility of an Evan, while Killing Wing doesn't.
Level|Skill 1|Skill 2
101|3 Dragon Fury (3)|
102|3 Dragon Fury (6)|
103|3 Dragon Fury (9)|
104|1 Dragon Fury (10)|2 Ghost Lettering (2)
105||3 Ghost Lettering (5)
106||3 Ghost Lettering (8)
107||3 Ghost Lettering (11)
108||3 Ghost Lettering (14)
109||3 Ghost Lettering (17)
110||3 Ghost Lettering (20)

Notes:

Dragon Fury is like a Dark Knight's Berserk, but much better. MP Recovery is really useless, and has a cooldown, so it isn't even considered. The two other skills in this Mastery are attack skills Earthquake and Ghost Lettering. Earthquake is just another mob skill, and Ghost Lettering is just another single target damage skill.

Up until now, you have been maxing different types skills that occupy different niches. However, now you're forced to replace one of those types of skills. Adding Ghost Lettering is more important, since your single target damage will now be significantly weaker than your mob damage. The only single target damage you have used up until this time is Thunder Bolt, which will be considered weak at this point. Additionally, Ghost Lettering provides an effect, which Earthquake doesn't provide.
Level|Skill 1|Skill 2
111|3 Magic Mastery (3)|
112|3 Magic Mastery (6)|
113|3 Magic Mastery (9)|
114|3 Magic Mastery (12)|
115|3 Magic Mastery (15)|
116|3 Magic Mastery (18)|
117|3 Magic Mastery (21)|
118|3 Magic Mastery (24)|
119|3 Magic Mastery (27)|
120|3 Magic Mastery (30)|

Notes:

The skills you get from here on out are basically... 4th job on an Explorer. Attack skills aren't really as important as buffs, since adding in SP to specific skills only raises damage for that skill. With buffs, you can raise damage for all of your skills, which makes buffs much more helpful. The two buffs you get in the 9th Mastery are Maple Warrior and Magic Mastery.

Between the two, you could always get Maple Warrior from someone else if you really need it, but nobody can provide Magic Mastery for you, so Magic Mastery is more important during these 10 levels. It will improve your DPS significantly.
From here, add in whatever you want. However, keep in mind that during the 10th Mastery and beyond, it'll take so long to level that you'll want to add skills evenly.

Many skills from skillsets, not just from the 9th and 10th Masteries, are important. Eventually though, you'll have to go back and max the stuff from your previous Masteries, as you will run out of important things to add.

That being said, max the following in evenly, as they are the most important:

1. Maple Hero - Self explanatory. (9th Mastery)
2. Illusion - Your strongest single target damage. (9th Mastery)
3. Blaze - Your strongest mob damage.
4. Earthquake - Not as strong as blaze but hits the greatest number of monsters. (8th Mastery)
5. Dragon Thrust - KBs monsters away from you. (6th Mastery)

Maxing these five skills brings you to level 160. After that, work on the following 3 skills which are important in that they have a use, but were not as important as the skills listed on the previous list:

1. Soul Stone - party buff, works at random, and has a cooldown. Just use Bishop resurrect.
2. Dark Fog - Basically a nerfed ultimate. The cooldown makes it worthless, though you should definitely get one point into it to help you hit hard-to-reach monsters (that one goblin in GPQ).
3. Onix Blessing - An extremely good buff, but only works for you 1/3rd of the time (60 sec duration and 180 sec cooldown)

Maxing these skills bring you to 183 (takes a total of 70 SP).

After that, max these following unimportant skills:

1. Awakening - Get one point in here and don't touch it until later.
2. Aurora Recovery - A MP Heal. This is an extremely useless skill.
3. Flame Wheel (Fire Demon) - Will be obsolete when you max Blaze (Fire-typed Chain Lightning)
4. Killing Wing - Obsolete.

That should bring you to 200.

Evans are:

3x strong single target (Illusion to Paralyze)
3.6x strong on small mobbing (Blaze to Fire Demon)
0.67x strong on large scale mobbing (Blaze to Meteor on 6 targets)
0.27x strong on large scale mobbing (Blaze to Meteor on 15 targets)

Traditional mages are designed to be the gods of mobbing. In Evan, it's completely different: they have strong single target damage and decent small scale mobbing abilities, but they have a nerfed potential to mob, so Evan look more Paladin-like than Mage-like.

Feel free to post your own skill build or comment on mine.

Why not max Fire Circle?

The possible skill builds look really weird right now. I don't think the whole system is fully fleshed out yet.

I added explanations in the first post.

They're not. Just look at the 5th Mastery. xD

Don't Evans get a +3 booster at Skill level 15?
1-9 = +1
10-14 = +2
15 = +3 IIRC
