I was bored so I started looking through the stats in the stat menu, and I saw this:

Err... no. I don't ever recall that portion of the description ever being there. It's the reason why the big magic accuracy experiment happened and why we have a plausible magic accuracy calculator today, because it wasn't there in the first place.
You sound like I haven't played a mage before... sheesh.

It's been there at least as far back as when we got Pirates, so a year or more. I remember some people commenting on it then. Also they had some messed up descriptions that referred to the wrong stat (don't remember what it was, though), which sparked some discussion.

I heard some bull about hanging on a rope and such, but I have PG so I almost never fall off :)

Hands IS for maker if I remember right.
more you have more chance of not failing.

If you can't do simple addition yourself, it tells you what your DEX+LUK+INT is.

0.8*DEX+0.5*LUK + (Accuracy from gear)

That is true. The higher your "hands", it's less likely you'll fall off of a ladder/rope when hit.
Hands was added WAYYYYYYY before maker. So it probably doesn't have ANYTHING to do with it.

Hands is actually confirmed to help in reducing the possiblilty of your item going boom when you use a stim

i don't think that's true. everyone has the same chance getting knocked off (probably 100%). my bishop has as a very high hands stat and still gets knocked off ladders every single time. now, when getting hit while actually moving up the ladder is different. since you're holding up, sometimes you can catch the ladder again right when you get knocked off, making it seem like you don't get knocked off at all.

First part: No. Lol. What affects if you stay on a ladder is if the monster is using a snipe effect magic skill (I.E., Newts with their magic blast, or the infamous Master Chronos spamming their magics at CPQ 5/6). If you hold up to regular things, you won't get kb'd off. If you're standing still, anything will knock you off. Hands to hold on a rope is a disproven rumor.
ON the other hand:
The higher your Hands stat is (OMFG HANDS IS USED FOR SOMETHING), the lower the failure rate is, but this doesn't lower the odds of the item coming out below.
