My dad bought a computer which came pre-installed with Windows(TM) Vista. Sure enough I had some Vista related problems...
First thing I did was set up some basic things (like remove all that crap they toss on there and install Firefox and Foobar2000).
Then I installed MS, it was all good. Until I noticed I was getting a really low frame rate. Sure enough the frame rate was averaging ~15 in an empty FM room. So I logged off (of MS), installed the most up to date graphics drivers and updated to Vista Service Pack 1. Which did absolutely nothing (maybe ~1 FPS faster on average).
So I tried to observe where it lagged the worse (Zakum Body 3 was the worse with a low of 1.27 FPS for more than 5 seconds - I lived!). However on the boat ride to Orbis inside the boat I was able to get 40 FPS (amazing!). There were no NPCs, portals, monsters, or people. So obviously more objects is a lower FPS. What should I do? Should I go steal my sister's Window XP CD, download all the drivers, and install Windows XP? Or should I just give up and toss bananas at random pedestrians?

C: /Nexon/Maplestory, right click the maplestory icon go to properties, set the compatibility mode to "Windows XP SP2" and check "Run as Administrator"

Nope... 17 FPS average now. Is it possible that the computer is that crappy? (I highly doubt it as it has 3x as much RAM as my last computer which averaged ~35 FPS). Oh and my other Vista computer does not have this problem, it is just slower than my brother's (statistically worse) laptop.

I have the same exact issue. I get about 4 fps on the boat from Orbis to Ludi, about 2 fps in Orbis and the tower until floor 10 and like 8 fps in Leafre give or take.
I have a laptop I got in January with Vista. I have done the XP service pack 2 thing, didn't work for me. I just kinda deal with it lol. I did mess with my graphics card settings a bit and it helped maybe by 1-3 fps.

What exactly is the amount of RAM you have? Vista does take up more RAM in general than XP does, so 3x more doesn't necessarily mean faster performance.

1 GB but 256 MB is shared ...
At any rate it is not top of the line computer, but I want it to run at least as fast as my old one -_-;
And "dealing with it" will be quite difficult considering I may have to zakum on classes that do not possess extremely high amounts of HP which means death.

1 GB on a computer running Vista... There's your problem. Generally it runs decent on 2 GB, but even then it's slower than an XP computer that has the same amount.

Does your computer have a dedicated video card or is it using on-board memory for graphics? If you're not sure, I believe dxdiag will show you the info for your video card.
Also, I believe Zaotsu is on the right track--1GB of RAM is plenty for an XP machine, but it's not quite enough for gaming if you're running Vista.
If your computer is a desktop, you could try launching Task Manager, sorting the processes by Account Name (or User name, not sure if they've changed it) and shut down everything that your account is running. (Note: shutting down explorer.exe will cause your desktop icons/taskbar to vanish, so leave that for last.) There may be some start-up programs you can disable as well, which would free up some RAM for you.

It is a shared RAM but with a GPU? That is what it says... (nVidia GeForce 6150SE nForce 430)
I'm not a technical wizard, but I've done most the things you guys have mentioned. (I use to run MS fine on a 128MB (shared 16) with 533 mhz Celeron, and XP). Now things I've noticed that would cause noticeable lag would be the file indexer and RAM caching, of which both seem to work fine my other Vista computer.
To Zaotsu: My other computer has no problem what-so-ever with MapleStory and Vista, and it has 1GB of RAM as well. So you recommend downgrading to XP and upgrading to more RAM (Both of which are planned).
At any rate, installing XP on another partition would be extremely easy, as it has an entirely empty NFTS partition, just wasting 65GB of space.

Mmh. You could downgrade to XP if you really want, although if you do, don't get more than 2-3 GB of RAM if you plan on completely phasing Vista out of the picture. Do you know what version each of those two Vista are? Even though Microsoft has an extreme low for a minimum, Home Basic only requires half as much RAM as any of the other ones, that may be the cause. I'm not familiar much with Vista really.

I think the in game counter showing FPS for vista is wrong. It says I run at 8 FPS yet Im not lagging at all (other than in Orbis and Leafre) and when I check with fraps, it says Im at 5xish. Im glad I dont have to worry about the Vista/MS problem now that I got that XPS computer from nexon. It says I run MS at 500 FPS which... doesnt sound right >_>
Edit: are you using a laptop or desktop? If its a laptop check your power options. I found out I was lagging initially on my laptop cause I was running in "Power saver" mode.

Well I known it is off a bit, but I was quite able to see the zakum's HP bar go down by an inch. I was watching my brother's screen in able to know when to use potion and when to cast hyperbody. And it is a desktop. You're lucky that you won a computer! =]
Honestly, I'm baffled.

Typically this method is used for Zakking, and I'm not sure if you're aware of it.
The main problem with Vista is it spends too much of it's resources with all the fancy things.
If you:

Your computer should look all old and boring and dullish.

I already kill explorer and dwm when running MS at all... so system appearance should not matter but thanks for the suggestion. I'll try upgrading my audio driver, see if some how that was stopping it from working properly.

That's most likely your problem
You running vista with 768mb of available RAM
Either buy more RAM or switch to XP
Your computer is barely vista capable
Do you have SP1 for Vista? After downloading that, I had no problems. I was down to 3-4 FPS in Orbis and parts of Ludi, but after getting the first service pack I'm back to where I was when I was running XP.

Like I said, my other computer is set up nearly identical and has no problems what so ever. (I don't even have to close anything and can still zakum properly). And I'm downloading SP1 right now, turns out they didn't pre-install it... Jerks.

The issue with Vista is you've got about a 50/50 chance that your computer will work just fine. Service Pack 1 has helped deal with some issues, but there still are some bugs.

It doesn't matter that your other computer is EXACTLY like the one having problems. For reasons we can't explain, Vista will make one machine act oddly while the other is perfectly fine.
Turn off the sparkly effects, shut down anything and everything you can, and cross your fingers. I don't think there's much else you can do unless you buy more RAM (and that's cheap these days so it wouldn't be so bad).

Well this sucks, with everything closed it is still getting at most 18FPS. I'll just buy more RAM, install SP1, and use the other partition for Windows XP. =\

RAM for sure. If you still have a XP disc ( they don't sell them anymore?), then downgrade right away. If your RAM is supported on your older computer, maybe install it in there if that's the only XP you have?

Yeah I have a few discs, but none of them are for this specific computer (I'll have to download lots of crap). And I think I'm getting more RAM, 1 GB more.

Let me edit the solution in for you; I know the problem!
Klepto, you don't need to downgrade to XP or get more RAM.
This might sound weird, but don't upgrade your graphics card's driver.
Instead; check if you are able to rollback the driver.
If you cannot, go to:
http://www.omegadrivers.net/nvidia_vista32.php
And pick one of the mirrors to download then install it. This SHOULD fix everything.
I had the same graphics card [almost, mine is 6150LE] and Vista and 1GB of RAM.
Do you lag more in Orbis compared to Henesys?

Are you running Aero with Vista? Aero takes a huge amount of RAM and stresses your GPU more.

Aero wasn't causing the problem; he said he would actually end process dwm.exe and explorer.exe while playing o-o;
