eliminating master goblin

its a lvl 77 quest with no pre-requisites.
im lvl 84 (gonna be 85 today :P) and the quest does not appear in my quest list.
is this supposed to be like that or is it some kind of a bug?

i thought the master goblin npc is out in gms (i saw a ss and wiki doesnt say the quest is not released in gms or unfinished).

and even if it's unfinished i would still like to start it.

The subquest is complete, however the quest chain hasn't reached its end yet. They may have disabled the quest from being started since it was initially released prematurely.

That quest is unfinished, nexon probably removed it by now...
